More options to customize permissions for admin users. Example: Someone can create and send emails but cannot add new communication groups.

Hi! It would be so nice to be able to let people create email and upload communication lists, but not be able to actually send the emails. That would allow us to offload some work but still be able to do air traffic control for communications going out to our alumni. I currently have 8 colleges, a Lake campus, and newsroom that all have used our email platform (In process of getting them onboarded to almabase since we are newer customer) and it would be so nice to know they don't have the power to send so I could let them create and then I edit/send on my overall comm schedule.

This would be helpful for many areas of this platform. We should be able to customize permissions according to the needs of the user. The current options are too limited.
