Ability to Register Tickets with a Fee as Complimentary

We have at least 2 or 3 staff at every event we do (around 40-50 a year) who need to be added to the event so they are included in final numbers and dietary details, but they do not pay so can't book in using a normal ticket. There has to be an option to add complimentary people to an event without them booking - I have tried the option of booking them in as Pay Later, but we don't want them to receive any of the emails that would be sent out to those alumni attending.

- How often do you need to register tickets as complimentary, and for what types of events?
- Are there specific roles or permissions that should be able to override ticket prices?
- Would you need any reporting or tracking for tickets that are registered as complimentary?

How often do you need to register tickets as complimentary, and for what types of events? Two events per year at this point. Reunion and a scholarship fundraiser.
Are there specific roles or permissions that should be able to override ticket prices? Site admin and event admin
Would you need any reporting or tracking for tickets that are registered as complimentary? No reporting or tracking other than having the information synched to RE. It's fine to have the tickets be $0.00 but still counted toward the fundraising goal. At this time, it's over counting.
