Adding guests offline from dashboard without having to reopen tickets or change dates

ALL admin functions should work outside of dates on individual tickets.

Also, if i had to add guests after the fact, and had to change the date of the event so it was "open", i could not change that date back so that it wasn't open for guests, without toggling all the registration buttons on or off.
