allow admin to make edits and register guests even if the registration is "closed"/toggled to off. Also even if the ticket had a date to sell to, admins should be able to register people after this date

Provide administrators with the capability to manually register guests for event tickets, even when the public registration period has ended or the ticket is unpublished. This functionality facilitates the accommodation of late registrants, VIP guests, speakers, and the modification of existing expired registrations.

We are releasing a complete new flow for admins to add or edit existing registration where bypassing the capacity or adding to unpublished sub event etc would be not only possible but extremely easy. We will no longer be using same user workflow for admin side registrations as well.
This is going to be in beta next week. Please reach out to your CSM if you want to be part of beta release.
