Block concurrent sub-event registrations

We'd like to be able to block or at least have a pop up that warns of registrations for sub-events that are happening at the same time. This would prevent or bring awareness to folks inadvertently double-booking themselves.

For Alumni Week, when many events are happening concurrently, Almabase should automatically restrict guests from registering for more than one overlapping event at a time.

This issue recently came up during our Alumni Week when guests took open spots at multiple events and could only attend one.
