We have had a couple of occasions where someone has wanted to book 2 tickets but using the same email address. To avoid the site not allowing this, we would like to add the 2nd person on as a guest of the 1st, but if we are not allowing guests to register, this isn't possible. It would be handy for admins to be able to override this.
