Ability to rearrange generosity and participation tabs within leaderboard

I still want to display both tabs but prioritize participation so that it shows up first.

Hiya Elizabeth MacNeil Woodcock, thanks for this post! I have a few more questions for you:
What criteria should determine the default tab if no user preference is set?
-Participation should always be the default tab in my opinion but it doesn't really matter as long as it's customizable
Should the ability to rearrange tabs be available to all users or limited to certain roles?
-all users
Are there any specific metrics or data points that should be highlighted when the participation tab is prioritized?
-number of gifts; the ability to set participation goals based on percentages would be great
