It has been a long-standing metric for Higher Education Advancement departments to count number of donors and number of gifts separately. So, when one donor makes several gifts to various things, we need to be able to track and count that, not just the one transaction per donor.

I would also suggest that, if this change is not going to be made, that you remove the option for a goal for number of gifts on the giving page since that is really the number of donors and not the number of actual gifts.
