When a registrant is assigning tickets to their guests after adding guests, they want all guest checkboxes to default to unchecked — no pre-checking. The registrant should have to actively check each guest for each ticket, rather than the system auto-selecting/pre-checking guests for them.

There is a risk that a registrant may unintentionally assign the wrong ticket to the wrong guest, since some boxes come pre-checked. Having them always unchecked by default and then having to check them by the registrant is what's going to make the most sense.
