A scenario where I would not have a phone number would be during our giving day and people are handing us cash with just a name and fund - we put in a fake email and phone in those situations. Not having to enter both would be nice.

Are you looking for the phone field to be optional for all offline gifts, or only for certain offline gift types/donor situations? And if the phone number is left blank, do you still need any follow-up or receipt/acknowledgment steps to go through successfully?
